Home Information Packs (HIPS) have been withdrawn

Home information Packs were withdrawn by the government with effect from the 21st May 2010. The requirement for Energy Performance Certificates (EPCs) is to continue as part of our committment to reducing carbon emissions under european legislation.

EPCs for house sales are now valid for 10 years, bringing them into line with EPCs for residential lettings.

PAT TESTING CHARGED PER ITEM?

Recently I had to explain to another (prospective) client why we normally charge for PAT Testing by fixed quotation and not per item tested.

Charging per item tested is not only open-ended, but more importantly, it doesn’t always take account of the client’s risk assessments.

Then I found this on a competitor’s website :

“...When counting the number of appliances, please remember that power supplies, removable power cables and extension leads must be tested separately and therefore must be counted as appliances in themselves”

Can a printer be tested without its power lead?  - The answer is No.

So that counts as one item to us. Compared to The Power Service,  that particular supplier is charging the client twice for what is really only one item.

It’s easy to see how clients are being misled – so remember that a cost per item is not necessarily the cheapest quote.

Is PAT Testing a Legal Requirement?

The general lack of knowledge surrounding PAT Testing never ceases to amaze me. Examples of sharp practice by some PAT Testing Companies continue to come up regularly, and it leaves me wondering how a client can be expected to make the right decision for their business, especially when they should be able to rely on what they are told.

A classic example came on an Email Flyer this week from a local competitor, declaring that PAT Testing is required by law and so inferring that if the client is not having it done they would be breaking the law.

”If you run a small business, how many electrical items do you have? 40 to 50? 50 to 60? By law, each of these items needs to be tested at least once every 12 months.”

This is RUBBISH, of course, and it’s just not true. The law requires a Duty Holder to provide a safe working environment and also to ensure that it is maintained in a safe condition (see our Workplace Page for the legislation and what it means).

PAT Testing should be part of a sensible solution, but in itself it is not a legal requirement.

That's why we take the time to discuss our clients' needs and by helping them to analyse their assessment of risks, we can find a solution that is right for them, with the appropriate cost-effective combination of Inspection and Testing.

This is an example of how The Power Service, a fully NICEIC accredited service provider, is different from the unscrupulous cowboys.

To conclude the story, it was a bit of a surprise that the following day, the same competitor sent out another Email not only retracting the previous day’s statement but also offering an apology. So I suppose we all live and learn.
